Stuart Archer is CEO of Oceans Healthcare, a rapidly growing behavioral health provider and health system partner of choice with inpatient and outpatient centers across the nation. Mr. Archer is a staunch advocate for individuals managing mental health challenges, the caregivers and professionals who provide treatment and adequate coverage and funding for what is often life-saving care. He is co-chair of the Alignment for Progress workforce committee and helped lead the inaugural “Cape Convenings” hosted by the Kennedy Forum, a gathering of industry leaders discussing pressure points in the mental health and substance use systems. He is a board member of the National Association of Behavioral Health and the Louisiana Hospital Association. He recently spearheaded the creation of the Texas Association of Behavioral Health Systems, representing the state’s IMD behavioral health hospitals.

He has led successful legislative initiatives, including elimination of Mississippi’s IMD exclusion, helping enact Louisiana’s first “Patient’s Choice” law giving psychiatric patients the first written protections establishing their right to choose a care provider and increasing provider rates in multiple states.

Mr. Archer earned his bachelor's degree from Northwestern State University and MBA from Louisiana State University. He is a fellow of the American College of Healthcare Executives.
